The woman at Second-Hand Dogs said he was there since he was a puppy and never responded to any name they tried to give him, but he responded when Tara called him Steven. I would assume that Steven is the name he had when he was a puppy. I’m thinking that the Borf Distribution Network functions in a manner that assigns dogs to the people that guess/know their names.
Mary Connor said that the breed is very particular about their names. Tara didn’t name him, she just managed to say the right name. Either she got lucky, or the name was “planted” in her head through divine providence/magic/eldritch powers/who knows what.
OK, Some guesses — in descending order of accuracy.
1. The guy scratching the door is Randall. He’s the one who hung out with Mary Connor.
2. The four of them are siblings, raised by the guy who bred them back in the day.
3. … who is Mary Connor’s grandfather, the fellow we meet in frame 4.
Every being that originated on this particular island (of which we have to wonder if it exists in the same plane of existence we mortals are bound to) is a Time Lord.
4. I hope this is as inaccurate as it was fun. If it isn’t (inaccurate), I hope Nortuet hasn’t got a buffer that he now has to rewrite in its entirety because I blew his cover. 🤣

I think Steven was his name as a puppy from before he arrived at Second-Hand Dogs shelter. Tara got very lucky.
