The woman at Second-Hand Dogs said he was there since he was a puppy and never responded to any name they tried to give him, but he responded when Tara called him Steven. I would assume that Steven is the name he had when he was a puppy. I’m thinking that the Borf Distribution Network functions in a manner that assigns dogs to the people that guess/know their names.

I think Steven was his name as a puppy from before he arrived at Second-Hand Dogs shelter. Tara got very lucky.
