Sure, there are even countries where you can buy a car licence for yourself without ever driving a car. And in most cases your home country accepts these licenses too if it is not to old.
It is alternately called a “Boating safety certificate”, a “Boating license”, a “Boater education certificate”. Three US states *do* have a boater’s license, the others still require you to know the signs, signals, and waterway navigation conventions on top of the safety rules.

Their boat seems to have a radar system, but no radar reflector that would increase their visibility to other ships under instrument navigation situations. Did they accidentally rent a drug smuggling boat?
